As much as I hate tutorials too I had to use them. Its really hard to find someone that can personally teach flash.

Here are some tuts that really helped me understand how to use flash.

Sometimes even tutorials aren't enough and looking at others and how they animate can really help and give ideas on how you should animate yours.

Think i can help you on bit on that.
-Preloader: just download one from newgrounds, and if you dont like the newgrounds preloaders you can always edit them so that you just edit the looks of the preloader so you don't have to learn all the actionscipt for that.

-Looping: just make a movie clip or graphic and put that on the stage.
Or if you mean looping for sound: just klick on the frame on the timeline where you put the music, then go down to properties and go to sync and select event and let it as many times as you want, and put in zero of you want it to keep looping.

-Tweens: they're pretty simple once you get the hang of them, you just have an object at one place, then a few frames further you put the same object at an other place, you right-klick with your mouse between you to frames with that object and klick on create motion tween ( i could explain it more step by step if it's not really clear).

-Making everything look smoother and not so shaky: Make sure to have a high frame rate, the more frames per second you got the smoother you can make it, and as for the shaky part, i think that will go away with practice.

-Bones: huh?

-Actions: that depends on what kind of actions you want. If you want to make all coded stuff like in games i can't help you on that, but if you're talking about stuff like movie controlls and button stuff i can probably help you.

-Motions: don't think i can help you on that one since i'm just recently started on drawn animation myself :p

-Sound: got nothin on that, sorry.

If you need any more help, ya can pm me and i'll see if i can help out a bit, cuz i know how annoying it can be if you want to make an animation but don't get flash. It's pretty tricky for beginners and most tutorials you find on the internet are usually pretty fague.
