There's not too many good voice actors on newgrounds, but I do know one called Rina-chan that I have mentioned on your gif submission.
When people couldn't find a voice actor with a high pitched voice, they usually resort to voice actresses.

It looks like a lot of fun, but I don't think I can get my voice high enough. heheh
